Skip Sharp, a founder of Techmasters, has over 30 years experience in Information Technology, including over 21 years as an MIS Director. His experience ranges from programmer to executive level computing positions. As a technician, Mr. Sharp helped design and develop a national level intelligence database, exchanging global information in real time. Later, he lead the network design strategy for the schools in San Diego county allowing them to connect to the Internet, much of which was later emulated by the K12 education community throughout California. Mr. Sharp has also helped design and implement School Business Systems and Student Information Systems. Among the notable executive level Information Technology positions he has held are: Executive Director of the San Diego County Office of Education; the Director of the Computer Systems Division at the United States Military Academy, West Point, New York, and the Director of Information Technology at the Capistrano Unified School District. Mr. Sharp has successfully managed numerous large-scale multi- million dollar projects in his career including six major computer replacements and upgrades. He was also on the planning and design team for the renowned Rindone Technology Center in San Diego. Van Wilkinson, Vice President, Planning and Governmental Programs, brings both
technical and educational expertise to Techmasters. As an educator, Mr.
Wilkinson has over 33 years in the California K12 community, including 15 years
as a teacher, 4 years as a site administrator, and 14 years in management of
various leadership and educational technology programs. Additionally, he has
served as Western Association of Schools and Colleges (WASC) chairperson to
10 schools in all parts of California and the Pacific islands. As a state
administrator, Mr. Wilkinson was the state lead for E-rate training and the
California Department of Education liaison for the Digital High School program, for
CTAP regions, and for numerous statewide educational technology services. Mr.
Wilkinson was among the first to bring Internet access to rural school districts
and county offices of education, and at Shasta County, he developed the first rural
countywide area network (WAN), which served the remote school districts and
county office of education. He also formed the first countywide consortium in
California for E-rate benefits. Long a representative of K12 statewide interests,
Mr. Wilkinson has a successful record before the California Public Utilities
Commission (CPUC) with telecommunications regulatory issues affecting the
K12 community. In cooperation with the Corporation for Education Networking
Initiatives in California (CENIC), he has created the first statewide network E-rate
consortium and led the first statewide "last mile" connectivity program. Mr.

Bev Blaylock is a senior Ed-Tech Consultant for Techmasters, Inc. She has
gained more than 30 years of expertise through a career path that included
Computer Programmer, Systems Analyst, Assistant Professor, Computer
Science Department Chair, Assistant Dean of Instructional Computing, and
Director of IT (twelve years). Prior to her consultant role, her employers included
Scientific Atlanta, Grossmont-Cuyamaca Community College District, and the
Santee School District.
Bev’s depth and breadth of experience in technology and education have
prepared her well for her current passion: Educational-technology - the
convergence of her two favorite fields. Bev has also been very successful in
obtaining grant funding and in applying those funds to obtain excellent results.
She has been very successful in obtaining E-rate funds for many clients. Ms.
Blaylock has an impressive background in procurement and has prepared
numerous bids and RFPs. She is also a respected author who produces many
articles regarding the blending of instruction and technology. Bev holds a
Bachelor’s degree in Information Systems and a Master's degree in Education
